Can't boot from USB nor CD-ROM Hp EliteBook 6930p

I was trying to install Windows XP or Windows 7 on this old laptop (Hp EliteBook 6930p), but I had some blue screens and errors when I tried to do it the first time so I decided to format the hdd with my desktop computer, so it wouldn't give me "any kind of problems" well so I re-installed the hdd in the laptop, I had my booteable windows XP ready in my usb, but I wasn't able to boot from it apparently because old laptops like this don't have that option (I just read that), I would try to do it from a cd, but the cd-rom device doesn't work.

So at this point I don't know how to install any windows for this laptop, I'd really appreciate any help, Thanks in advance.

Thanks! I tried it but it doesn't work, this HP BIOS interface is quite different from what I've seen before.

I was thinking about making a booteable partition (in the laptop's hdd) with windows xp in it, then try to install windows xp from there, do you think that could work?

I DID IT, AND IT WORKED! YESSSS! haha well it was actually Windows 7, but I'm quite happy and it works fine, I found this post http://www.instructables.com/id/Install-Windows-7-without-USB-or-DVD-without-upgra/ I read it and did it step by step and it worked!
