How powerful a 9"-10" notebook running windows could possibly be?

That looks like a very specialized unit and not a notebook proper. from the looks of it, The unit runs on its own special software so it is hard to compare it to traditional notebooks. Personally I have not seen any Gaming level laptops that are compact in nature.

You won't find any 9 or 10 inch gaming notebooks. The only one I can think of is the 11inch one from eurocom or origin.

My wife has a 10" Lenovo that does very well for most tasks, she can watch videos, play web games ect. but it is an epic fail when it comes to anything that requires a decent GPU. it cant even load Diablo III. when looking at Laptops, you want to make sure the stats include discrete or dedicated graphics.

Solution
They can be as fast as the speed of the components you can fit into them. Each year they can be faster, so eventually you can get a tablet size system that is as fast as a current full size low end gaming laptop.

If you are talking about right now, if we don't care about weight or thickness, you can get a system that will run the most demanding games at least on low settings. Most issues with size is that you need a way of dissipating heat, and right now there are not a lot of ways you can replace a heatsink which needs space for a fast video card and CPU.
