Acer shut down and not responding

my Acer laptop shut down... it will not start up at all; I unplugged everthing, took out battery and replaced, but it's still not starting up.... for no reasons??? It does this after power surges and I go thru all that and it usually starts back up- it'll act like the plug is not installed for power... but it always is/has been. but yesterday it did this w/out power surges and now will not begin, no matter where I try to plug in at. Is there some reset button? what do I do? The little blue light flashes indicating a battery attachment, but it flashes 2x and stops... and nothing boots up. Help!!

This doesn't help at all as I cannot get logged onto my pc, as it won't even boot up! Black screen, no function, no action, nada. (I'm at work using that laptop right now... will try to do more w/ my home one this evening).
