How to speed up a win 8.1 lenovo G5070-20351

Due to some tight budget issue I was forced to buy win 8.1 lenovo G5070-20351.It has
1. I3 4010U 1.7GHz
2. 8 gb ram
3. 1TB HDD
4. Win 8.1 64 bit.
I have uninstalled all useless softwares came with it except
1.Lenovo Easycamera
2.Lenovo experience improvement
3.Lenovo one key recovery.
4.Lenovo power dvd 10
5.Lenovo solution center.
6.Lenovo veriface.
It also have office installed and Avast antivirus instlled.No boot time scanning confiured in avast.

Now Problem is:
1. It is taking 1min 47sec 45ms to boot to functional state. Is it normal for this config?
2. Overall experience is way too slower than
a> AMD A10-5800K-->8 GB DDR3-->128GB SSD desktop Win 7 64
b> Dell vostro with 2nd gen I3 2 GB DDR3 500GB HDD Win 7 64
c> Now the most frustrating one: a four year old DELL Inspiron 1545 with C2D 2 GB DDR3 320GB HDD Win7 64.

Now my second question: Is there somthing to do to increase the speed? If not what is ruining the performance here: Win8.1 or 4th I3 or remaining lenovo programs or the HDD (I dont know the RPM yet).

I have also got Lenovo g50-70 20351, but with a Intel Celeron 2957U processor and 4Gb ram, WIN8.1 64bit.
It was slow, so I replaced 500gb SSHD(5400rpm) hard disk with SSD. Now it boots in less than 15 seconds.
In my opinion in Modern day notebooks performance is limited by slow hard drives.

I have exactly the same problem with my lenovo g50 70 with i3 4030U processor.

I have read this and other reported problems by users and the problem is not about slow disk o not enough memory. Mine has 8GB and the real problem is CPU frequency that drops too slow.

Frequency should be 1.9GHZ. Intel i3 support speedstep that reduce the CPU Frequency when you dont need all the processor speed. This helps reduce power consumption and heat.

In my case instead of running at 1.9GHz it get stacks at 0.21GHZ!!! that is as slow as my pentium 5 processor 20 year ago!!

I adjust the power management options under power options but it does not work. In my lenovo thinkpad w530 with i7 processsor those power options works ok and CPU frequency works as expected with SpeedStep.

This seems to be a bug in the i3 lenovo configuration of frequency / speedStep :(
