30-20mpbs is typical for USB2.0 transfer speeds. Most likely your USB port is not functioning at 3.0 speeds.
I have similar problem with my N56Vz ASUS laptop, where my USB 3.0 barely detects, keeps connecting and disconnecting but with different behavior on every USB3 port (I have 4). I found my sisters USB 3.0 harddrive to work at close to 100mps without any hassles on the same laptop.

The only thing I can suggest is to see if you have USB 3 drivers correctly installed on your laptop. Most of the time you need to install USB3 again after reinstalling windows.

ps: if you still cant figure it out, you can call HP if you still have warranty and they will be forced to help you or exchange the unit.

I re installed windows 8.1 and in 8.1 we don't need to install usb 3.0 drivers and the curious thing is when transferring TO pen drive the speed is 40 Mbps constant and that is same as before my mobo change could the new mobo be faulty?
