I've had a look at the specs and they seem reasonable, so I would think YES but don't take my word.
If I were you I would buy the game seeing as its not too expensive then if its not able to cope, run it on a desktop or give it to a friend as a present or something similar.

I have seen someone play the Sims with the Core i5-2410m and the integrated Intel HD 3000 graphics core. The Intel HD 3000 is much more powerful than the Intel HD graphics core in Intel Celeron B820 CPU in your Acer laptop. However, even at 1366x768 resolution and all graphic options set to low, gameplay seems to be sluggish at times.
I would not waste money buying the Sims 3, the Intel HD graphics core is really too weak to play the game.
