Poor Laptop performance in games

alright so ive come across a problem that has developed recently. lately i feel as though my laptop isnt doing its best in games. when playing garrys mod i get just over 60 fps on gm construct with no props or anything!! when i started to spawn a bunch of npcs the frames went down to about 30 fps or so. now this laptop has very good specs and i am sure it is more than capable of handling this. i have an asus n56jr

intel i7 4700HQ
nvidia gtx 760m
12 Gb RAM
1 TB hardrive
windows 8

those are the main components now at first i had no clue what was going on but with the use of some software programs i found out that the cpu and gpu were not loading at its fullest. when i spawned all the nps the GPU was loading at around 30 percent, and the cpu was loading at around 40 percent too. i dont know if this is normal or not but the performance was really bad at 30 ish fps. i also used speedfan and saw that the gpu was at around 60 degrees celcius and the cpu was around the 40s. and this was under that certain amount of load, also the acpi which im guessing is the MOBO or overall system heat was around the 60s. my question is if this is an overheating issue and will cleaning the system out solve the problem? the fan does blow alot sometimes and it gets hot but that happened before and there were no performance issues.
