Which one of these videos will objectively look better?

720p at 2000Kbps or 1080p at 2000Kbps? (each video file is ~2GB, monitor size 24")

Assume all variables other than resolution to be exactly the same. I am aware that 2Mbps is a very low bitrate but it is intentional. I am trying to look for a theoretical insight as to whether someone who is memory constrained should opt for a higher resolution with less bits of information representing per pixel or keep a lower resolution and opt for more bits of data per pixel?

Depends on what you are viewing it on. If you watch a 720p video full screen on a 1080 resolution LCD, it won't look as good as the 1080 video because it will stretch the video to fit.

If your screen is a 720 resolution one, then the 720 video would look better, it will have less artifacts from less compression.

I'd probably pick the 720 resolution over the 1080 with more compression, but my largest TV is a 37", someone with a 42 or larger TV may want the 1080 video.
