So I am planning to buy this laptop: http://m.bestbuy.com/m/e/product/detail.jsp?skuId=58620...

I plan to use it with some games like Minecraft and quite some internet surfing.

It features 1.9ghz and 4mb of cache. I think this speed is quite the satisfactory. I then saw that with Turbo CORE, I can speed it up to 2.8ghz.

So Turbo CORE sounds new to me. I've also seen Intel Laptops which features "Turbo Boost".

It might sound weird to be asking this rather than checking it out myself. Though, I would want to know if it is better to get a laptop with a high regular speed rather getting a laptop and upgrading its speed.

Turbo Core makes the CPU frequency go up during load, so your PC gets faster.

How well it'll run games depend mainly on 1) the graphics card in it then 2) the cpu its got

Most cpu's these days automatically ramp up speed with load. In laptops it means they can then run at low power in low demand times.

In buying a laptop, I'd recommend 1) Asus, 2) MSI then 3) Lenovo. I'd warn against Dell and HP because of poor quality components and after sales service.

If I do get this laptop, will I be able to play minecraft on medium settings? Well, if this laptop isn't the one for it any suggestions? Budget would be 300-450 US dollars. I don't know but I seem to trust Best Buy the most.

Yes. I have never once had a DOA product from Newegg. I have had one from Best Buy and they wouldn't let me return it. For the Processor, you could get an i5-4200U or something along those lines, because that has Intel HD 4400. That is enough to run at medium-high at 30fps or above.
