Charging issue Sony Vaio

I have a sony vaio vpcea36fm and it has a charging issue recently.

When the lap top is on it will NOT charge proper. It charges and stops charging constantly. Charge, not charge, about every second. If I turn the lap top off it will charge straight through. If I put it in sleep mode it will stay charging as well.
The moment it gets turned on the charging goes crazy with charging and not back and forth every second.

Any ideas would be wonderful.

check that the laptop power pin not broken or soilder joint is snapped. (wiggling). the other two issue...broken wire is the ac brick cord or the ac brick output is low. (volt meter to check or another brick).

I have a volt meter to check but what should it be saying?

Might be a bad circuit that's only showing the problem when system is drawing more power from the adapter, or it could be the adapter itself when the system is trying to draw more power.

on the ac brick will be it output in dc voltage. check to see if the brick is close to it rated output.
