Cannot disable automatic config file in internet options

no its my own personal pc and it just seems to be happening today. i am trying to disable it because steam wont load giving me a error 130 and same with a couple of other stuff all giving me error 130 so the solution is to disable all the checked boxes in the lan settings tab but it renabled its self.

That's a link to your own machine and looks like a virus!
