TV selects digital channels even when they don't exist

If I change the channel to 25, my RCA 50" TV will go to 25-1 even when digital channel 25-1 is not a channel I get. I've done the auto-scan for channels a couple of times. It's annoying to have to back up one channel every time I enter a station on the remote.

It's funny, auto-scan weeds out the No Signal channels in the TV's list of known channels (such as 25-1), but if I select 25 on the remote, the TV jumps to 25-1. If I try to Unlearn channel 25-1, no channel 25-1 is displayed on the TV's list of channels to Unlearn - the list just say ...24, 25, 26...

There's a channel 25, a channel 26, a channel 27, and so on. When I enter 25 on the remote, the TV turns to 25-1, which is a No Signal blue screen.

Yes, 26 will go to 26-1, 27 will go to 27-1, etc.
It's an RCA 50" LED50B45RQ
I have a basic cable package that includes 66 analog channels and a handful of digital channels.
When I run the channel auto-scan, the list of available channels discovered displays the analog channels and the handful of digital channels in my basic cable package. The list of available channels does not display 25-1 or 26-1... because they are channels with "No Signal" and are not included in my basic cable package.
But for some reason, when I enter 25 into my remote, the TV turns to 25-1.
