Old Laptop - Windows 8.1 and SSD Upgrade

Hello, I have the following:

Toshiba Satellite Laptop: (not exactly sure which model)
CPU: AMD Turion RM-72 (Dual-Core 2.1 Ghz)
GPU: ATI Radeon HD 3100
RAM: 4 GB (DDR2)
HDD: 250 GB (7200 RPM)
Display: 13.3 in (1280x800)
OS: Windows 7 (Originally Windows Vista)

Would it be possible to replace the hard drive with a SSD?

Would it make sense to install Windows 8.1 on it?

Would this provide a significant boost in everyday usage such as web browsing?

Thank you for the information, will the SSD increase the speed of navigating through the operating system? This includes opening up various parts of the OS such as Control Panel, etc?

Does this mean that an SSD upgrade will not make the system feel snappier?
