I have an Inspiron 6400 which recently started to randomly shutdown inside Windows. I could not figure out the issue on what is the root cause as i have tested every possible way that i can.

1. I have cleared the air vent and the fan.
2. System does not shutdown in BIOS or in safe mode
3. I have reinstalled Windows.

Can someone help me on this?

Thanks

Possibly a software issue there since Safe Mode is not showing the issue (would have likely had random shutdowns too if it was hardware or overheating). Download a free malware scanner like Malwarebytes or Spybot. You mentioned doing a clean reinstall of Windows, but if the infection is coming from a network drive or 2nd pc on your network it can reoccur.

If no malware or virus is present, I'd go through your Windows Event Viewer and check for any red critical errors in the App or System logs. Also, update your drivers in case the issue is a buggy driver.
