I've recently built a PC for myself. I plug my Harman/Kardon Soundsticks III via a 3.5mm AUX cable into the green port on the back of my ASRock 970 Extreme3 R2.0 motherboard. I've noticed quite a bit of feedback when idle, and weirdly when scrolling with my mouse wheel. I've tried a different mouse, there was still feedback. I've tried a couple of pairs of headphones but there is still feedback.

I was wondering what the best way to remove the feedback is? Should I buy a PCI/PCI-E sound card (although can be quite expensive), or get something that converts 3.5mm to USB (a few pounds on Amazon, although there are mixed reviews on sound quality)?

try uninstall the soundcard drivers, download and install the latest from your motherboard manufacturer's website. If it were me I'd just buy a cheap Asus xonar or Creative sound card, even the cheap ones are far superior than onboard sound. You have identified thet it happens in headphones and your speakers, the only other factor is the onboard sound.
