I have a Dell Inspiron 6000, and it keeps asking me for the drivers and utilities CD

I started out with turning my laptop on and it flashes the Dell screen then very quickly goes to a blank page with only a cursor blinking in the upper left hand screen. I called Dell, and they had me do the Fn key while turning on the computer, and it passed all tests. It then asked me for a Drivers and Utilities disc. Which Dell says I have to buy, and of course....they don't sell it! Nor do I even know if that is going to fix the problem. One guy said I should upgrade from XP to Windows 7, but I don't want to buy anything with out someone telling me for sure that it will fix the problem. PLEASE HELP!!!!
 
I'm absolutely no help here, but many moons ago I had an Alienware desktop (running Windows XP) that would do the same exact thing. If I let it sit with the flashing cursor on the blank page, after about 10 minutes it would boot itself into Windows and operate just fine after that. Right before I got rid of it, I replaced the original HDD with a brand new spare one I had on hand. Still the same problem persisted. Weird.
