I have windows 8.1 and i am trying to run GTA 4 but it says that .NET Framework 3.5 is required. Now if i install it from my win 8.1 dvd, will it affect other games like BF3, COD: MW3, NFS: The Run?

P.S-i think this question is silly but plz help!

No it won't. If you will want to use 4-4.5 application you need 4.5 installed. If you want to use 2-3.5 application you need 3.5 installed. I repeat you can have both installed at same time withou any conflicts.
4.5 is included in windows 8. 4.5.1 included in windows 8.1 and there is also 4.5.2 out now. You get those minor versions by simple windows update.

Installing .NET Framework 3.5 won't affect any other software which do not use it.

To install .NET Framework 3.5 on windows 8.1 you should go to control panel > Windows features and there find .net 3.5 and activate it.

Here is microsoft link about this topic

It's not so simple. Win 8.1 have .NET 4.5 BUT if application need .net 3.5 it can't use .net 4.5.
You can have both installed and application will use one it need.

EDIT:
If you install .net 3.5 applications which need 2.0, 3.0, 3.5 will run on it.
If you install .net 4.5 applications which need 4.0 and 4.5 will run on it.
There is also older .net 1.1 but noone use that now. For that you would need to install it same as 3.5 (not sure if there is even compatible package for win 8)

.NET 1.x does not work on Windows 8 and later. The software would need to be rebuilt against a later version, which shouldn't be too difficult, but it's unlikely that anyone will bother supporting software that old.

In my 1st post is how to do it.
Just enable .net 3.5 in windows features. You do not need to download anything and it should not ask for installation disk either.
In that link in 1st post is microsoft article about that.
