So when I download my torrent it starts at around 900kb/s and then about halfway through the download it goes down to about 10kb/s. So why does it slow down so much when it started out fast?

OK....a torrent is not a single download from a central server.
It is getting thousands of little bits and pieces of one or more files from other peoples hard drives.
And while you are downloading all those little pieces, you are also uploading little pieces to other people
Peer 2 peer.

Your download speed depends on how of them there are, and what is their upload speed. It also depends on how many people have the entire file. A 'new' torrent, in which not many people have the entire thing....you will slow down partway through. You and everyone else is trying to get the remainder off those few that have the whole thing.

Finally, it might be your ISP. They do that sometimes.

Oh, and don't download copyrighted files.
Usually, the people that are seeding that torrent (including you) do not have the permission from the owner to actually do that. That is why and how people end up with large, large court fines. Distributing copyrighted material without the license to do so.

As USAFRet said your ISP could throttle you but its more than likely just Turbo.. You probably have a plan with your ISP that lets your download rate be about say 4mbs then idle down to 2mbs or 1mbs. The reason or use for Turbo is to allow for streaming to be quicker or slower networks.

Also depending on what program you use for your torrents, you can set a max peer connectivity and bandwidth peak.. set to 0 if using utorrent or bittorrent or bittorrent sync.

So I enabled Protocol Encryption to stop my ISP from slowing down my torrents but it's still super slow. I even changed alot of my settings to try and get utorrent to speed up but nothing worked. Why is this happening?

I'm using utorrent. And I know it's the most up to date version, I checked.

Your download speed is dependent on how much you are sharing. If your firewall is blocking incoming connections, others will throttle you. Also, if you upload rate exceeds 80% of yout total upload bandwidth, your downloads will sufffer as you won't be able to ACK packets fast enough. If your torrent program allows you to control your upload speed, set it at around 50% of your maximum upload bandwidth. You can adjust it from there to see how it effects your torrent.
