I was wondering what is the difference in render times using adobe premier elements 12 with a gtx 660 vs a r9 270 with a 3570k

rolli is dead on with the suggestion to check out CPU benchmarks. As far at the GPU goes Adobe Premiere Elements does not support hardware acceleration. However, if you think you might upgrade to Premiere Pro in the future then a CUDA enable GPU might be worth the investment.
