Speed up fan?

My laptop I have modified pretty intensively. There is just one more thing I wish I could change about it though. The fan stays at a very low speed, so low you can't hear it usually. It does this up until I think the CPU gets to past 70C, and then the fan still doesn't seem like it turns on very high. Its just audible. I don't think the fan is broken, I think its just set this way to be quiet.

Is there anyway to make the fan run faster with a program?

If there isn't an option in BIOS, then the fan management may be locked on the mobo. Sometimes newer drivers have these features added, so if it's a new laptop keep you fingers crossed. Assuming you have everything updated and none of the drivers are noticeably bugging out, you may be out of luck. Not sure if anyone else in the community has other advice.
You can try getting a laptop cooling pad (thought some friends say those don't do much). From the sounds of it the laptop isn't overheating anywhere close to Tjunction so you should be fine.

Need specs. Not just what processor but the model of the laptop. Have you tried the aptly named Speedfan?
My sony laptop has options in VAIO control centre to speed up the fan. It should be implemented in a driver somewhere.

Sure no problem for specs. Its a Samsung NP300E5C-S07TR. Samsung sells different versions of this laptop by different countries, and I got this one because it has a graphics chip, the US versions don't. I'm only $600 in the laptop after all my upgrades, but I get no support from Samsung on anything. I didn't see it in the drivers page, but I will look again. It does seem like something which should have its own controls and drivers. Oh its a 15.6 inch laptop by the way.

CPU: Intel Core i5-3210m
GPU: Nvidia Geforce GT 620m 1GB 625/900
RAM: Samsung 4GB + 2GB 1600Mhz 11-11-11-28-2T 1.5v
HDD: Samsung 1TB 8MB cache
Display: Samsung 1366x768

Specs now:
CPU: Intel Core i7-3632qm
GPU: Nvidia Geforce GT 620m 1GB 788/1080
RAM: G.Skill 2x4GB 1600Mhz 9-9-9-28-2T 1.35v
HDD: Seagate SSHD 1TB/8GB SSD, 64MB cache
Display: Samsung 1366x768

Its after the CPU upgrade I am worrying about heat a little. For now I have set the system to only use 99% maximum CPU performance in the advanced power options. This keeps it from turboing so instead of 85C, its jut 73C. Also Speedfan and HWinfo64 did not work. Neither could detect the fan.

Nah the BIOS is extremely limited. Its from I think 2012 so I doubt I will be lucky to receive an update. I tried messaging them before to try and get an update for the Intel graphics driver cause the regular drivers from Intel don't work, but they want me to talk to the Turkish branch which simply didn't go well. Language difficulties.

I considered a cooling pad for home use, but don't want to lose the mobility on the go. Owell I guess I will just keep it limited. The only big issue is when it uses the turbo and either GPU is at full load. When that happens, I get temps of 87C, possibly higher. I keep it locked down so it doesn't Turbo and I lose a little performance but the temps stay under 75C mostly so good enough.
