according to these instructions for the blueant it seems it will just wait for a device to prompt it, do you have a link for your transmitter and what happens when you enter pairing mode on the transmitter?

Step 2: Activate Pairing Mode on the RIBBON
Make sure the RIBBON is not connected to any phones (for example by turning off Bluetooth on any phone that you have previously paired with the RIBBON).
If the RIBBON is switched on, turn it off by holding down the play button for about 3 seconds.
Hold down the play button for about 5 seconds until the LED starts flashing.
You now need to activate Bluetooth on your phone, and use your phone's Bluetooth menu to search for devices.'
