Solution
Are you using an internal network IP? Many routers forbid packets that exit and immediately return to the network for security reasons.
To get your other computer's internal IP:
cmd--> ipconfig /all
Look for where it says IPv4 and the address there is the one you should enter in your other computer assuming they're on the same network.
Ensure firewalls and ports are forwarded properly as well.
