Using a external tv card on a laptop

Hey guys , so i am buying my mum a tv card , and i was wondering if it will work on her laptop which has a vga port ? , i heard that laptops have issues with audio
btw this is the tv card ,is this good ? or should i buy another one ?

if you can suggest a tv card from that site it would be just awesome , but then again if you are busy then answersing the 1st question will be helpful as well
P.S i live in Bangladesh so suggesting a TV card from somewhere else wont do me any good as Bangladesh has a very limited collection of , uhh everthing , you know developing country and all :D

Unfortunately, that tuner won't work using a laptop as a screen - it's designed for TVs or computer monitors. The VGA port on the laptop is an output, not an input.

For a laptop, you'll need a USB one. From that site, you're basically limited to this.

Most laptops' speakers should be fine.
