I can Ping websites in CMD and update programs, but web browsers say they can't connect

Hi there,
I'm working on a friend's Sony Vaio and a couple of weeks ago he had some virus issues. I got rid of them and gave him a good antivirus and made sure everything was working fine. I got the laptop back because he says he can't use the internet. It was working fine when i gave it to him.

I've made sure there's no proxy's set up, i can ping google.com and other websites by both their domain name and ip address, I can do windows updates, programs that need to update via online connection within their programs can update, but when i open internet explorer or google chrome, it says page cannot be displayed for IE and Webpage not available for Chrome.

I've tried dns flushing, ip renew, made sure the ipv4 and 6 are set to auto. I've run Malwarebytes and Microsoft security essentials several times and they only found low level adware. I'm planning to install Bitdefender 2014 with one of my licenses when i get home from work today.

tried that last night, i can ping it in CMD, but when i put that ip address into chrome or ie, gives me the same can't display or cant access message, in chrome it has a trex running or chasing something.

I'll d/l that and try it when i get home, what's a BHO?
