My security system dvr has a fast rolling picture that you can not stop. I was told that it was on pal and needed to be changed to ntsc but I can"t do anything on the screen. can anyone help me it is a new system on a 10 year old tv. It was working fine. Oh yea its a bunker hill system .from harbor freight

It's not a matter of the age of TV, the PAL standard is for european spec TVs.

If the device default is NTSC and someone changed it to PAL, removing the battery may set it to defaults. Don't know about the PC, it would depend on the video capture card used, many can swap between PAL and NTSC standards.

ok then I cant seem to do anything on the screen how old should the tv be in order to do that? You don't think taking the internal battery out would do the trick? Or maybe hooking it up to a computer?
