I am building a pc and I would like to know the best GTX Graphics card for Adobe Photoshop and After Effects? I don't think the quadro series are all round cards and are too expensive - right?

I want the PS to perform amazingly so a good GPU processor is the way to go right?

What else helps in the peak performance of PS and AE?

GPU is most important. Then comes the CPU and then RAM (to an extent).
Suggest a GTX 780 or so, a 4820k or 4770k (4820k may perform better in work while 4770k will do better in games). Also, get 16GB of RAM.

Why do you need so much RAM, I don't disagree, I just wanna know why

...because 99% of people recommend it for using Phtotoshop and the like. It is heavy on the RAM, so more the better> They say, you can never have enough RAM.

Photoshop is not heavy on Ram really. Unless you're designing a massive image you will not need much ram at all. 8gb should be more than enough. After Effects I'm not too sure about, that sounds like it would need more ram, however I did just look it up and it recommends that you use 8gb of Ram. I don't think there is a need to spend $160 on Ram if you don't need to. Also, another thing, why do you need an i7 4770k? You can use much much cheaper cpus and they work jsut fine on it. Go ahead and pick up an FX-6300. I've tested it myself using photoshop and it works fast and efficient. However, if the rendering of After Effects is cpu heavy, you might want something with a bit more power. I just think a top of the line CPU is a bit of overkill. Idk why I responded to this so late, just going through some old posts haha

16GB won't be overkill for After Effects. I use After Effects and find that the more RAM the better especially since you may want to use RAM previews. It all depends on the intensity or complexity of the composition.
