my laptop does not display a second monitor when tying to connect HDMI cable

You may need to enter your display settings in order to set output to HDMI.
Also there may be a "Presentation" button or softkey somewhere on your laptop that will do that automatically.

Yes it will.

Connect the Hdmi to the tv.

Hold down the Fn key and Press the numbered key with the screen symbol on it at the same time.
As the prior or previous poster said if you wish to mirror the screen of the laptop display.
You should be able to choose clone screen or mirror it.

If you're just trying to have the TV display what's on the laptop, just follow the prior instructions.

If you're trying to use the TV as a 2nd screen...then we need to know what model of laptop you have, because most laptops don't have the graphics capability to extend their desktops like that.
