Yes you can use 7750 with your current PC.
Not only 7750, you can use any latest graphics card with that system but higher end cards will be bottle necked by your not so powerful processor and you won't get to see the full performance of the card.
However 7750 being a low range card it will perform just fine. Just make sure your PSU is powerful enough to power the card. A good quality 350 watt PSU is enough for that card.

One thing I'd recommend is replacing your current 32 bit OS with a 64 bit version. It's more efficient and is capable of using your full 4 GB ram. 32 bit OS can't use more than 3.2 GB.
