Well more wattage -> More sound but generally that won't tell the overall quality. You can't really tell how good a speaker sounds until you listen to it. There are some manufacturers, however, whose products are always good quality and always valuable. (B&W for example)
In fact, I was confused while purchasing a multimedia speaker through on-line shopping because the same brand seller offered various multimedia speakers of different wattage at same price. Moreover, some low wattage speakers are more costly than high wattage. Also some 2.1 channel speakers are more costly than 4.1 channel. Therefore, kindly clarify as which specification actually makes a speaker more valuable?

The most important thing is the quality of the drivers, but you usually can't find specific information on those in the manufacturers website. The best way to find out which system is the best is to listen to them yourself and read reviews done by professionals. The number of drivers (bass, mid-bass, tweeter etc.) play a role. Generally you can assume higher price means better sound, especially if the speakers being compared are from the same manufacturer. I would advice you to Google the names of the sets and read some reviews. Also what are the speakers we are talking about?

Well those are not the most high quality speakers out there but I bet you already figured that out. So what about the 2.1 setup you mentioned? That setup has multiple satellite speakers and a subwoofer so it's designed for games and movies, not for music. I'd speculate that the 2.1 setup has better quality and is better suited for music, but lacks the 3D effect created by having speakers all around you.
