What does this code do or say? What function does it serve on a website?

I outsourced the code writing for a webpage a friend of mine needs...
the thing is: I find this weird code in the middle of it. And I really can't understand what it does or say, and I'm starting to get suspicious based on the crapload of adul-website related tags in there. Can anybody help me, and tell me what does the code do or say?

Solution
The code is used to write the tags at run-time in javascript. This is done to make things easier. If you have 100 pages in a site, and they all have the tag-code hard written into them, and you want to change a tag because your company now offers a new service, you would have to edit 100 pages. IF the code is called from a common javascript file, then you change 1 file and the 100 pages generate the html code as the page is called.

The adult tags shouldn't be in there in anyway though. I'm curious as to why someone would do that.

It's bugging me too... the guy KNOWS I want the whole code commented.
I got the code from his webpage, where he uploads his work to try it out before handing out the finished product...
so my only guess is he wants to boost HIS site and was planning to remove it from the final code, the one he has to deliver to us...
what do you think?
