I cant play any games that well.

I have a notebook that im pretty sure is good enough for at least a little gaming. This laptop has a AMD Radeon HD 6310 integrated graphics card with 1972mbs Total GPU memory and 384mbs of dedicated graphics memory. It also has 4GB ram (3.60 usable), A AMD E-300 series APU at 1.30Ghz. I've researched the Windows Experience Index and found that the only way to get it above 3.4 was to get a better processor, but i heard the processor was soldered to the motherboard... Which i knew right away was bad. Because that meant i couldn't upgrade my CPU! Overall I ran Some Games (Not High End) and i would only get about 10-25 fps on certain games such as source games. But when i checked the task manager while running a game in a server it would never show my CPU exceeding its limits, So what could the problem be? Later i might get a GPU Meter to show how much some of these Directx 9.0 games would suck from the GPU. The GPU is Directx 11

Unfortunately, the AMD E-300 was considered pretty weak even back when it was newly released. If the laptop can longer be returned for a refund, then you are probably limited to older games if you want decent performance.

It does not matter that the iGPU supports DX11. The Radeon HD 6310 is very weak. Here's a link to some info and a few game benchmarks.

In the future do yourself a favor and avoid all AMD "E" series APUs. For even a decent level of gaming you should generally shoot for a new laptop in the $400 - $500. Finding something new under $400 could be possible if there are sales such as Black Friday.

Exactly. Your computer performs exactly how I would expect it to, given the hardware configuration. Have a look at reviews for that CPU & GPU combination to see what I mean. (if you can' find any, then reviews of the laptop, or as close to the hardware config you are running as you can find)

Yes the CPU is rather slow now. Considering my phone even has over 2Ghz quad core, 1.ghz isnt going to cut it anymore, unless you are going to just run emulators.
