What camera is best for me?

Im in the market for a camera at the moment, lately I have been doing a lot of in home projects and such that i am very proud of. But lately have I just not been satisfied with the pictures that my Galaxy S3 have been taking of these projects. I will also be going on a few big vacations this year and i would really like a good camera to capture some of that.

I don't really need a heavily feature rich camera seeing as I am really just a beginner in photography, i don't plan on doing any sort of professional use just personal. I really don't plan on doing that much if any video recording(the only thing I can think of using it for is maybe my next watercooling project that I am slowly working on).

I currently have a budget of around $200, i can extend it by a little if i must but I would really like to stay around that budget. I have been told a few different things by some friends but I would like to get a broader opinion, one of my friends just told me to get a nicer point and shoot and the other says I should look into get a older used DSLR with just a standard 18mm-55mm lens. what do you think I should pick up?
