Regarding the ThinkPad E440 with the GT 740m... that configuration is not available in the US. The link below has 5 versions of the E440 available from re-sellers. The two on the far right are the one with an i5 and the GT 740m (P/N: 20C5002CAD & P/N: 20C5004DAD). Based on the list of re-sellers they are only available in the Middle East.

This is the link to Lenovo's US site of the ThinkPad E series. The GT 740m is not an option.

Mousepad is nonessential on a budget, and a wired mouse could be found at your local tech shop for $20, freeing up budget for a better system. I think Win8 comes with an Antivirus installed, and I use (Free) Microsoft security essentials. So, now I will assume this frees up $750, enough for a pretty nice system. Look into the Lenovo E440. For $750 you can get i5 Haswell, and an Nvidia 740m, as well as the fact the site has a customiser allowing you to fine-tune the specs to meet your needs.

Depends on what integrated graphic cores you are referring to.

The most power integrated Intel graphics core is the HD 4600. There are only two AMD integrated graphic cores more powerful than it, the Radeon HD 8610g and HD 8650g which are only available in the Richland generation A10 APU series.
