New is always better. But you can get very good deals with Refurbished laptops. They usually come with 90 days of manufacturer warranty, So you can return it if you find any issue with the laptop. I never tried a used computer so I can't say anything. But basically, It depends on the deal!!
BTW, With that budget (300$-400$), You can get a way better 15.6 laptops. Bigger screens are very comfortable for editing photos and videos.

It really depends on your needs.
The ASUS VivoBook has a way better hyperthreaded CPU, But it consumes more power. It also supports up to 32GB of RAM while the Toshiba Satellite supports only 8GB of maximum RAM.
The Toshiba Satellite has a faster DDR3 RAM clocked at 1600MHZ while the VivoBook has a DDR3 RAM clocked at 1333MHZ
The battery in the Toshiba Satellite is 3 cells while it's 2 cells in the VivoBook. More cells with a less power consumer CPU will definitely gain you a longer battery life.

I'm still unsure: Use- Travel laptop- will use photo and video editing software. Battery life is also important if there is a major difference. Price seems to be similar.

even if toshiba has a better efficiency keep in mind that its battery isnt user replacable. also even with a speedier memory still falls behind in performance as a cpu -memory combo.

Based on customers reviews for both products, The Toshiba Satellite battery life is about 4-4.5hours while the ASUS VivoBook is 3.5-4hours. Not a major difference.
BTW, ASUS are known for their good support. I think you should go with the ASUS VivoBook.
