not unless you have an assigned static ip that is the only address the laptop can have. typically the laptop will have a new ip address for each network to which it attaches.

even if you are using a cellular carrier to attach to the internet it is a dynamic ip.

does your laptop have any tracking software installed? that is likely the only way to access it, knowing the ip would be unlikely to help.
