Anyone? Help with Fraps fps issues.

Hello, I am new to this.
I've been searching all over the web for a fix, and I have finally ended up just posting here.
So here's what happened, i know this is funny but i am trying to be serious. About a week ago my cat had taken a pee on my computer and completely fried it out. I decided that none of it worked and went back to Microcenter to get new parts to rebuild my computer. I got the same exact ones besides the motherboard. When i got back i reinstalled my OS, then downloaded all the needed drivers. When i booted up my Minecraft i noticed that i have been getting about 200fps less then i was before the pee, and when i recorded it dropped my frames down to about 45 and stayed there without going above or under. I really need help and i am running out of options.Please help me, and please note, this does happen in all my other games too. I really need at least 60 for a smooth gameplay for my Youtube videos. Thanks in advance. My parts as of now are these:
Motherboard: Asus M5 A97 R2.0
Graphics Card: Msi Gtx 760 2gb ddr3
Ram: 8gb of ddr3
Hard drive: 2TB Seagate.
Processor: Amd fx 8350 8 core 4ghz
OS: Windows 7 Ultimate Edition.

You might try disabling the low power usage in the Nvidia control panel. I had some issues in certain games with that on, where it would get lower frame rates than my 3 year old card, and even hangs/crashes to the game not even loading.

I think i might have found this, i did try to disable it and test out minecraft. But i still get the same results.
