For me I have tons of eBooks on Web Programming and Programming for creating apps.

I'm still new to this programming this. I just wanna design a simple program that billions of people will use and maybe a company or a social networking site will offer me a money to sell them the whole software to them. Just like that dude who refused to accept the 3 or 4 billion money Facebook offered him to buy Snapchat, I mean who would not accept 4 billion dollars?

People on Tom's Hardware would you reject 4 billions dollars? If you designed an awesome app and some social networking site wanted to buy it from you.
I would definitely accept it and move onto a different app I would make easy and simple :D Yup
Oh anyway back to the question allot of people say Android Apps are whats hot now and will always be be since it's portable and you can carry your Ipad, Android, Tablet, or what ever you use that's portable anywhere even laptops :p

What would be best suited to created Android Apps or for tablets, every device a person could install it on.
I heard C++ and Java are good for making simple apps for Android or IOS Apple.

Second - programming skills, user interface design (UI), and security
Third - database design
Fourth - it needs to stand out from the crowd.

Haha, not quite sure it's that simple. There's a lot of mechanics behind those simple looking apps. You'd need an original, almost niche, idea and execute on it mercilessly. Java is what you're looking for in terms of Android. Android is so fragmented you'd have to make it compatible with each flavor you want it to be available on though.
