It's these speakers. It's speakers fault 100% not software. So what happens is when I play music if I set balance of both Left and Right i get no vocals and sound like from underwater, but if i set balance 100-0 for either left or right (Pic)both speakers sound good (Only one channel) so if i test speakers from windows I only hear beep once instead of twice but I hear it from both speakers. Can you help?

If you are 100% certain that it is not software....
I am no expert in this, but this sounds like there is something very wrong with the wiring somewhere in the speakers.

If you have any knowledge or skills with wires and soldering, try opening up the cable of the input jack and re soldering. Anyway - power to made in China.

Yeah actually it's served me surprisingly well for very long time. As to software issues I tested these speakers on another device and result was the same. and it tested another speaker on my PC and it sounded normal, so I'm pretty sure. I was kinda hoping for someone to point me what could possibly be the problem when i open it up to look for. I opened it previously just to have a look and couldn't find anything wrong (just by looking).

Well it definitely sounds to me like there is a cut connection somewhere. I can not say where exactly though. I am not really an expert in audio equipment, just an enthusiast.
