My new charger won't charge the battery when the laptop is on, but will when it is off. What do I need to do to get it to cha

So I bought a new laptop battery charger that says it works with my laptop (lower amps than what it can take). When I plug it while the laptop is on, the charging light shows for a few seconds, and then it quits charging (I put my power options to balanced, so my screen dims when the laptop is on battery power only). When I power off the laptop, it charges.
I tried to update the BIOS, but it won't run the update because it's wants to be plugged in during the update.
I don't have access to my original charger & need to be able to work for more than the battery will allow.
Suggestions?

the charger is not providing enough power to the system in order for it to charge same thing happens when you try using a 12v dc charger for your car but but if the charger is only rated for 1.5 v and the phone needs 3.5 your going to run into issues with stability thats more than likely why it wont charge its not providing enough power .. most of those power supplies are made just for that particular computer with minimum over wattage.
