I'm looking at a alienware m15x,and the seller states It does not charge or read discs.the read disc it would think needs a new cd/dvd whatever.and the charge i'm thinking new battery.could it be that simple?
your the cd-rom yes unless the motherboard sata port has an issue or it was missing motherboard chipset drivers. the battery can be the battery...ac brick output can be too low or system board issues.

You're looking at a used, prebroken, alienware machine? From eBay, probably?
Some laptops (my Dell Latitude did this) had a couple of power adapters of varying output that were compatible. The lower output adapters would either charge slowly or not at all with the laptop running if the laptop had a higher capacity battery installed. I'd treat any used laptop as needing a new battery soon, anyway.
ya it's under 100 is the most i would pay for it.
ac brick output can be too low .do they change?it's the cord that came with it.
well then:
1. It either needs a new battery, new charger, or something in the internal charging subsystem is broken.
2. For the optical drive....either the drive is broken, or something on the mb-DVD interface is busted.
