You could wait for somenone to get frustrated enough to toss theirs out a window.
Alternatively, and more realistically, sometimes people leave perfectly working computers at the take-it-or-leave-it section of the town dump...they are probably going to be missing a hard drive but if you can manage to have one of those as well, along with a copy of windows, you might bet set. That being said, the first would be unlikely, the second would be nearly impossible, and the last would be even less likely short of doing illegal things
