The BIOS password is there to prevent anyone from even booting up the laptop. I have a BIOS password on my laptop so that if it is stolen I don't have to worry too much about someone trying to steal personal data from the laptop. Especially since the hard drive is encrypted.
If you purchased a used laptop, then you need to either get a refund for it or have that person give you the BIOS password so that you can boot up the laptop, enter the BIOS itself and delete the password or create your own that is easy for you to remember.
If it is a stolen laptop, then... well... tough.
