Best web design software or utility?

Hi!

Okay, so basically I want to make my own website (Duh XD) and I want to know what the best web design software and/or online utility is? I have used Dreamweaver before (Nothing fancy, just dabbled with it in High School) and it seemed pretty simple to use, apart from the layers. Is there anything out there that is simple to use, easy to pick up and can do both simple and advanced web building? It doesnt matter whether you have to pay for it or not, (If you have to buy it I shall just torrent it) I just need something easy to use. =)

FYI - I dont really know much about Javacode or HTML, but it is something I plan on persuing in the future, and so if coding is required I am happy to learn it.

First off, don't torrent stuff like that. It is illegal, unnecessary, and you are more likely than not to get all sorts of malware or viruses.

So....web design:
Many of the hosting providers have free online design tools. Some easier to use than others.

If you're looking for a desktop application, Visual Studio Express from Microsoft will fill the bill.
Specifically, Visual Studio Express 2012 for Web
Free, very comprehensive, and does what it's supposed to do.

As far as not knowing javascript or HTML? Well....it's kind of required to know a little about the language to make something with it...:)

I understand the dangers of torrenting, and take many precautions to protect against these dangers. I have been torrenting for years, and have made enough mistakes to know the do's and dont's by now. =P Besides, it is generally accepted nowdays that downloading torrents is not illegal, however the uploader is strictly breaking the law due to copyright and distribution restrictions. =)

I have used a few online web designers, such as webs, but I have not found one yet that has the advanced capabilities that I am after unfortunatly.

I have heard of VSE, but never tried it. I shall download it tongiht when I get home and take a look, so thanks for that!

I know the basics of javascript and HTML coding, due to my own interest and taking a look at a few tutorials over the years, but have never gotten into it seriously. But I shall certainly take a look at the website you linked later on at home. Like I said, I do intend on looking into javascript and HTML further at some point, maybe now is the time. =)
