can't boot past bios

I have dell studio 1749 that won't boot past bios. Tried all the tricks listed here and even the repair disc and the windows disc. Neither of which will work. I'm guessing i need to replace the hard drive, but when i look, it shows two hard drives. Replace both?
 
google the part numbers of the drives that are shown...one might be your cd-rom drive or a usb stick. if there two drives check to see if one is a ssd and use as the boot drive or cache drive. if it the boot drive remove that one first see if you can get the laptop to boot with message no boot device found. if removing both drives the laptop still wont post to no boot device found. you may have a system board issues.
