Solution
The least expensive laptops generally are the ones with integrated graphics (iGPU). AMD's best iGPU is the Radeon HD 8670m. Intel's best is basically the Intel HD 4600; the best is actually the Iris Pro HD 5200 but that is a relatively expensive solution since I believe it can compete with nVidia GT 740m.

Click the link below for benchmarks of the Radeon HD 8670m. Search for Warcraft and expand the "compare" links to see how various cards perform. This particular AMD iGPU can get 73 FPS with medium graphics (1024x768, medium FA & AA). Naturally increasing the resolution to 1366x768 will lower FPS; I guess maybe to 50 FPS.

While the Intel HD 4600 is more powerful than the Intel HD 4400 it is curious that the Intel HD 4400 gets 16% better performance than the Radeon HD 8670m while the more powerful Intel HD 4600 gets 5% worse performance.

The Intel HD 4400 and HD 4600 is basically the same graphics core except the HD 4400 runs at 1.1GHz while the HD 4600 runs at 1.35GHz. The only thing I can think of that may explain why the Intel HD 4600 performs worse is because the CPU with the Intel HD 4600 has a lower clockspeed compared to the CPU with the Intel HD 4400 graphics core. Maybe it was an ultrabook which has a low power CPU (and relatively low CPU performance) which has the Intel HD 4600 graphics core.
