Dell Latitude D520 WONT REBOOT

I shut down my laptop last night and doing shut down I unplugged before complete shutdown. Battery is bad so laptop shut off instantly.
When I went to reboot today it would not. It acts as if it is but after starting up and the Dell logo shows it reverts back to the page that list Safe Mode, Safe Mode with networking and so forth. It also tries to restart automatically after about 30 seconds but again reverts back to same page. I tried Safe Mode and that will not reboot either.
Is it finished?

It looks like a hdd or corrupt windows causing os boot problem. Your hardware is not lost, as long as it posts. wipe the hdd (will also test for error doing so), and reinstall windows & drivers, and you should be set. Dell's windows reinstall disc can be found easily online for little cost, and drivers are on dell's support site. Your laptop is old, but still pretty serviceable. Even if you sell it, it will give you better value if you have os installed.

Thanks for the reply. However, I'm not up on all the computer terminology. When you get time could you give me the info as to what I should do step by step.
I don't want to make things worse.
