New hard disk drives are not formatted but in what we call a raw mode.
Since it has not been formatted and an operating system has not been installed there is no boot able partition.

You are going to have to pull your windows OS dvd, in the dvd drive of the laptop if you have one and run the setup where you can format the drive and install a fresh version of the os on the new drive.
The problem is the old drive is clearly dying an your windows setup partition may be corrupted.

So you would have to purchase a new windows os on a dvd disk.

If you have no dvd of the windows OS it is likely the windows installation resides on the old hard drive in a hidden partition.
