Which Notebook/ Ultrabook?

Hi everyone. I am in need of a budget laptop to run various versions of Windows. I have a budget of around $400 and don't mind buying used/ refurbished if I have to. I don't need anything super powerful. I'm mainly concerned with portability and enough computing power to run windows XP through 8.

I have looked at Lenovo thinkpads, namely the u310, acer aspire v5-171 (11.6" version) and fear it may be a little too small and Acer m5-481pt-6644 which so far seems to be the best fit although it comes with a touchscreen which I'm not entirely sure I'll use very much and wonder if there's something else comparable that is cheaper that lacks the touchscreen. I'm sure there are plenty of other models worth looking at that I haven't considered. I'd really just like to get some input/ suggestions/ recommendations.

Basic tasks like web browsing, watching videos and streaming music is all I really need the computer to do.

I'm not sure why I'm not getting responses. Maybe I should shorten the question? Are there any 13" notebooks that anybody can recommend? I think I would like to actually steer clear of 'ultrabooks' if possible as I feel one is paying a premium for portability (which I am already getting with a 13" notebook) and other features I probably don't need. So 13" notebook suggestions? Budget price, decent build quality?

Acer m5-481pt-6644 looks like a best fit. Since the 11inch v5 screen would be too small. Touch screen would be nice if you want to run on Win 8 so there is nothing you should be worry about. This would be a good budget touch screen computer.

You can consider the following Acer Aspire E1-571-6680 for $400. You can buy a less expensive new laptop, but then you will get a slower CPU than the Core i3-3110m and it's Intel HD 4000 graphics core. However, saving $20 - $30 would likely mean you are going to buy a new laptop sooner rather than later. The CPU would be a bit slower and the integrated graphics will definitely have lower performance which may impact 1080p video content playback.
