Is it possible to upgrade a laptop cpu into a better one?
for example from intel core i3 to i7
is it possible? I mean like soldering the new cpu onto the motherboard
 
Depends on a number of things - some CPUs are socketed. These can be easily replaced, though the manufacturer has to have enabled the new CPU in it's BIOS. Resoldering a BGA package is practically impossible unless you can get into a facility that does those - you need a lot more than a consumer level oven to resolder a ~1000-pin chip.

you cannot go from an i3 to i7 unless the board supports it. you can from pentium to i3 *2nd gen but you cannot go i3 to i5 or i7. Your mobo needs to support the correct cpu. And don't bother desoldering a cpu. Most laptop cpus are removable and upgradable, unless you have a ultrabook
