laptop won't boot after shutting down

ok here is the problem,after shutting down if i don't remove the power cord and the battery the laptop won't boot,while i see leds shining and listening the fan starting and stopping again and again
 
So it DOES boot if you disconnect the battery and the charger? You're essentially resetting the embedded controller each time you do that, so it sounds like there is a problem with it. You would need to contact the manufacturer or reseller you bought from if it's under warranty; that way they can service it at no cost to you (maybe just shipping cost).

If it's not under warranty, a local repair shop should be able to fix it, but unless they have good soldering skills and can solder a new EC chip for you, they'll probably replace the board - which won't be cheap.

it does boot after i remove both battery and ac adaptor,it also boots if the laptop is turned off for long time,for instance during the night

 
Yeah, sounds as though it's that controller chip. Odd that it needs the current drained each time. Only other things I can think of that may or may not help is either updating the system BIOS, or resetting it by removing the battery for a short while. But the latter requires you to open up the laptop and find the CMOS battery.
